The subsidized program is set aside for two overlapping groups: seniors aging in place who would otherwise struggle to manage trash and recycling bins on their own, and low-to-moderate income (LMI) households for whom standard pricing is a barrier to a service that meaningfully reduces physical strain and safety risk.
